A Definitive Review of AS 3660.1-2014 in 3 x Parts - Termite management Part 3
COMPLETE & DEFINITIVE LOOK INTO CHANGES
IN AS 3660.1-2014.
written by CHRIS LANGLEY
UNDERSTANDING THE CODES & NEW STANDARD – AS 3660.1-2014.
The National Construction Code Series (NCC) is an initiative of the Council of Australian Governments developed to incorporate all on-site construction requirements into a single code. The Building Code of Australia (BCA) is
Volume One and Volume Two of the NCC. The NCC is produced annually with any State and/or Territory amendments.
The Building Code of Australia (BCA) is produced and maintained by the Australian Building Codes Board (ABCB) on behalf of the Australian Government and each State and Territory government.
The BCA consists of Volume One for Class 2-9 buildings and Volume Two for Class 1 & Class 10 buildings being a uniform set of technical provisions for the design and construction of buildings and other structures throughout Australia.
Where the design and construction of a new building and new building work has its primary building elements (means a building material designed specifically to take part of the building loads) with any State and/or Territory amendments to the application of this part under the BCA, being susceptible to attack from subterranean termite, it is required to install an appropriate termite management system.
The BCA is satisfied for Termite Risk Management if a termite management component (barrier) is installed in accordance with AS 3660.1 and a Durable Notice is installed and where aspects of termite management maybe subject to State and/or Territory amendments.
Where an alternative termite management component (barrier) or system is proposed as an Alternative Solution that proposal shall comply with performance requirements and/or evidence of suitability under the BCA, for example a current Certificate of Conformity by the ABCB CodeMark Accreditation Scheme and where systems and components of systems not detailed in Standard AS 3660.1-2014 shall be assessed in accordance with AS 3660.3-2014 Termite management Part 3: Assessment criteria for termite management systems.
As an example a single component (barrier) for termite management maybe the concrete slab built in accordance with AS 2870-2011 (with Amendments) Residential slabs and footings, and other methods (components) of termite management being protection to the concrete slab penetrations, the concrete slab construction joints and the concrete slab perimeter together to form an integrated termite management system to a new building and new building work.
The objective of the Australian Standard is to reflect current needs and practices by providing methods (components) of termite management for implementation during the construction of new building and new building work which shall comply with the performance requirements to provisions under the BCA.
The Standard AS 3660.1-2000 was superseded by AS 3660.1-2014, being published on 5th November 2014 with provision of up to 2 years by the BCA to allow completion of existing building work approved under AS 3660.1-2000 Part 1: Termite management, New building work.
AS 3660.3-2000 Termite management Part 3: Assessment criteria for termite management systems was superseded by AS 3660.3-2014, being published on 5th November 2014 with a provision of up to 2 years until 1st May 2017 when all existing products (components) used should have been assessed as meeting the requirements of the new Standard with all new products (components) to be assessed under the Standr5ad, showing at least 3 years of assay/field trails.
After 1st May 2017 the methods (components) of termite management for implementation during construction for a termite management system at new building and new building work shall be in accordance with AS 3660.1-2014 Part 1: Termite management, New building work and this means that any product (component) or system used in new building and new building work has to have been assessed on evidence based testing to AS 3660.3-2014 where the Standard is relied upon in Certification of the Installation.
The AS 3660.1-2014 has sectional requirements for termite management that address methods (components) that may singularly or together with building design and construction form an integrated termite management system during construction of the new building and new building work.
Where an Appendix is within the body of the new Standard the terms ‘normative’ is an integral part of the Standard whereas the term ‘informative’ is only for information and guidance, examples being Appendix D ‘normative’ but Appendix A ‘informative’
The pest management technician shall be appropriately qualified under State and/or Territory regulations to perform applications and installations to methods of termite management and as required Accredited for installation of a termite management component to the new building and new building work which together with building design and construction to form an integrated termite management system.
The BCA is the principle document to meet compliance for termite management in new buildings and new building work in Australia. Around May of each year the ABCB publishes a revised version of the NCC which includes the BCA Volumes One and Volume Two, a download PDF copy of each can be freely obtained through registering on the ABCB website www.abcb.gov.au under freedom of information laws.
SAI GLOBAL has the rights to publish all Australian Standards at a fee, you need not register and a PDF or hard copy can be obtained through the SAI GLOBAL website www.standards.org.au/searchandbuyastandard .
A hard copy of all the Standards is available through the Garrards website www.garrards.com.au or telephone the branch nearest.

CHANGES THAT MIGHT AFFECT YOUR BUSINESS.
Overview
Our industry is called to provide appropriate termite management in compliance with the Building Code and where applicable the Standards. These are living documents, ever changing to meet the needs of industry and where new products enter the market there is a protocol each must be assessed to be deemed appropriate.
ALL pre-construction pest companies have the ready access and should avail themselves of the relevant sections for termite management contained in Volumes One and Volume Two of the BCA and at time of proposal liaise with the builder, building designer, building certifier or regulatory authority to ensure an appropriate termite management system.
A review of the new Standard AS 3660.1-2014 provides current and updated information/guidelines for both physical and chemical termite management to new buildings and new building work. The term ‘Deemed-To-Satisfy’ has been removed in AS 3660.1-2014.
The new AS 3660.1-2014 contains most of the earlier Standard which has been chopped up having new elements, additions and alterations with removal of the Durable Notice.
Looking at each Section under the new Standard AS 3660.1-2014 will identify any changes from the superseded Standard AS 3660.1-2000 which may have an impact on the installer.
At the end of the review to AS 3660.1-2014 a Summary shall address many issues of concern and some specific areas of installation for a termite management system or component.
AS 3660.1-2014
After an extensive review of All Sections and Appendices in AS 3660.1-2014 changes to new Sections have occurred while some elements have been deleted from the superseded Standard AS 3660.1-2000.
This review hopes to clear any confusion, misunderstanding or ill-informed comment but while attempting to clear the air does not claim to cover All aspects of concern which can be addressed in a later article.
To assist a help line will be set up through www.chrislangley.com.au where you can send in by email any question related to the Building Code and Standards not addressed in this article to you satisfaction and we will respond.
Section 1 – Scope and Application;
Clause 1.1 Scope sets out requirements for the design and construction of subterranean termite management systems for new buildings and new building work. The Section has been shortened in content with some aspects appearing under another Clause title in the same Section or a new Section. The term ‘barrier’ has been replaced with ‘termite management’ or the word ‘application’ where applicable in
AS 3660.1-2014.
The AS 3660.1-2014 Clause 1.5 Termite management systems and their components replaces the old Clause 1.3 Unspecified systems and materials. There is minor change with notes altered but nothing which would affect the termite management installer.
The AS 3660.1-2000 Clause 1.4 Interface between new and existing work and Clause
1.5 Construction at or near boundary can be found in Clause A1 and Clause A2 under Appendix A (informative) of AS 3660.1-2014.
In AS 3660.1-2014 Clause 1.4 has been renamed from ‘Referenced documents’ to ‘Normative references’ with some referenced documents removed and in Clause 1.4 the definition for ‘Parging’ has been removed.
Clauses 1.4 Definitions the terms described in 1.4.1.3 Chemical, 1.4.1.4 Chemically treated sheet, 1.4.1.5 Granular material, 1.4.1.7 Non-shrink grout, 1.4.1.9 Pesticides registrar, 1.4.1.10 Product label, 1.4.1.11 Registered testing authority, 1.4.1.12 Sheet material, 1.4.1.13 Termite management system (barrier), 1.4.1.15 Termite-resistant adhesive, 1.4.1.16 Termite-resistant filler (may refer to a parging material), and
1.4.1.17 Termite sheet and a new paragraph 1.5 Termite management system and their components are new in AS 3660.1-2014 and should be read for clarification.
Section 2 – Design Requirements;
Clause 2.1 Scope of Section sets out the design requirements for termite management systems for new building work and has been lengthened in content with the title changed from ‘Performance Criteria’ to avoid any confusion with AS 3660.3-2014. The design requirements for termite management systems relates to potential entry points for termites which in Clause 2.4 of AS 3660.1-2014 is an addition with new drawings to illustrate and AS 3660.1-2014 Section 2.2 Attachments and items adjacent to buildings is now an inclusion while removed from AS 3660.1-2000 in Clause 3.5 Attachments to buildings.
The termite management components i.e. concrete slabs as termite barriers, sheet material barriers, graded particle barriers and chemical barriers in AS 3660.1-2000 in paragraph 2.3 Specific are now found in Sections 4, 5, 6, 7 in AS 3660.1-2014 but Table 1, Schedule for assessment of compliance has been omitted.
Section 3 – Requirements – General;
Clause 3.1 Scope of Section sets out the requirements that meet the design criteria of Section 3 for specific termite management systems and has been shortened in content by removal from AS 3660.1-2000 of Section 3.6 Bridging and breaching, Section 3.4 Mixed construction and Section 3.8 Documentation. There has been a relocation of Section 3.2 Building site management now to be found in Appendix F in AS 3660.1- 2014.
Drawings in Clause 3.8 Figure 3.1(A) and Figure 3.1(B) have been added to with
Figure 3.1(C) and Figure3.1(D) now in accordance with AS 3660.1-2014.
Clause 3.2 Structural elements below termite management systems and Clause 3.3 Requirements for suspended floors under AS 3660.1-2014, the wording has been amended and it should be read in conjunction when proposing any termite management system.
Section 4 – Requirements – Concrete Slabs;
Clause 4.1 General sets out requirements for concrete slabs to be used as a component of a termite management system in accordance with AS 3660.1-2014 and has been slightly lengthened in content by the addition of clauses including notes.
The Clause 5.1 Scope of Section in superseded Standard AS 3660.1-2000 has been incorporated in Clause 4.1 General and Clause 4.2 Concrete slabs is new in
AS 3660.1-2014.
Clause 4.2 Concrete slabs addresses the performance requirements to all interfaces between penetrations and slab or footing and all joints except for tied footing slab construction joints to be provided with a termite management system integrated with the slab.
Clause 4.3 Slab-on-ground a new addition in paragraph 4.3.1 General, identifies any slab penetrations from temporary fixings (i.e. pins for slab recess or step down), support items such as formwork shall be cleaned and filled prior to the final setting of the concrete using either concrete of the same strength and properties or non-shrink grout. After slab final setting, any penetrations shall be filled using only a non-shrink grout equal in strength to that of the concrete.
In the last sentence of Clause 4.3.2.2 Footing slab construction joints there appears to be a typing error in respect of the termite management systems installed in accordance with Sections 6, 7 or 8 which as I believe should read Sections 5, 6, or 7 being there is no Section 8 in AS 3660.1-2014. This must be corrected ASAP.
Clause 4.3.2.4.2 Penetration collars for use with concrete slabs, the collars shall be appropriately embedded into the concrete or adhered to the surface using a termite- resistant adhesive or filler in accordance with AS3660.3-2014.
Clause 4.4 Slab edge exposure the slab edge as part of a termite management system, the exposed face of the perimeter of the slab shall meet specific conditions and not concealed, exposed for a minimum of 75mm above the finished ground, landscaping or paving level. This would require the vapour barrier to be trimmed finished at the level of the finished ground as per Figures 4.3 (a) and (b).
Clause 4.5 Suspended slabs the wording has been amended but implies the same and a reference to a physical termite management system where there is no such definition under Section 1, paragraph 1.4 Definitions and Abbreviations to
AS 3660.1-2014. This must be defined and addressed ASAP.
Section 5 – Requirements – Sheet Materials;
A clause 5.1 General set out requirements for sheet materials used as a component of a termite management system and has been lengthened in content with addition of various sheet material information/guidelines and had a Clause amended from the superseded Standard AS 3660.1-2000.
Section 6 Deemed-To-Satisfy Requirements – Woven stainless steel mesh to
AS 3660.1-2000 has been removed but aspects of text in the previous Section 6 have been incorporated to Section 4 in accordance with AS 3660.1-2014.

AS 3660.1-2014.
Clause 5.4 Fabrication of metal sheets with sub-paragraphs has been removed in AS 3660.1-2014.
Clause 5.3.1 General there is inclusion of where used termite sheet materials shall be installed on all subfloor structures through or on which termite might gain concealed entry. Further there is inclusion that the surfaces in contact with termite sheet materials shall be free from irregularities that could damage the sheets.
Clause 5.3.2 External walls there is inclusion that the sheeting shall be continuously visible at the exterior and when the external wall is rendered, the sheet shall be finished flush with the outside face of the render.
Clause 5.3.3 Internal foundation walls in AS 3660.1-2014 has been amended from Internal substructure walls in the superseded Standard and have the inclusion that sheet material shall project on all sides so that no edge is less than 40mm from the vertical face of the pier and the edges are turned down at an angle from the horizontal. Further there are notes that where a sheet overhangs an edge, it may be necessary to provide support from beneath to ensure the minimum 40mm overhang is retained.
Any such support should – (a) be compatible with the sheet, (b) not extend beyond the sheet, and (c) not impede visual inspection.
Figures 5.1 (in part), figure 5.2, figures 5.6 (in part), figure 5.7 and figure 5.8 are the same drawings found in the superseded and amended in the current Standards, having the same meaning and intent. Figures 5.3 (in part), figures 5.4 (in part), figures 5.5 (in part) and figure 5.6 are new drawings originating from those in Section 6 of
AS 3660.1-2000 but amended and now found in Section 5 of AS 3660.1-2014.
Clause 5.3.4 Suspended floors with notes included, Clause 5.3.5 Under slab with note included, paragraph 5.3.6 Concrete slab penetrations with notes included, Clause
5.3.7 Concrete slab joints with notes included, Clause 5.3.8 External walls with notes included, are all new information/guidelines that now appear in
AS 3660.1-2014 and should be read in conjunction with the installation of any sheet material used as a termite management system or component to meet compliance under the Standard. These clauses may conflict with product installation manuals and you should contact the supplier or manufacturer to ensure the product certification is in accordance with AS 3660.3-2014.
Clause 5.3.9 Changes in floor levels in Clause 5.3.9.1 General and Clause 5.3.9.2 Sheet material applied to changes in concrete floor slab levels are amended and new information/guidelines that now appear in AS 3660.1-2014 and should be read in conjunction with the installation of any sheet material used as a termite management system or component to meet compliance under the Standard.
